Condition 2 of the Minister for Planning's determination that NVIRP does not require an EES states that NVIRP must appoint an Expert Review Panel (ERP) to provide advice on hydrological and related ecological changes due to implementation NVIRP.
The following experts have been selected to be on the panel after endorsement by the Minister for Environment and Climate Change:
Dr Terry Hillman: - Ecologist with extensive knowledge of the Murray Darling Basin, rivers and floodplains
Dr Jane Roberts: - Vegetation ecologist for floodplains, rivers and wetlands
Mr Dennis Flett: - Strategic water resource planning, water entitlement reform and natural resource assessment.
To allow NVIRP to comply with the Minister for Planning's response the ERP will:
Provide written advice on the environmental framework for water management
Review and provide written advice on NVIRP's assessment report on the ecological consequences of hydrological changes arising from implementation of NVIRP for the Murray River, the Goulburn River and the Barmah Forest Ramsar
To provide advice on individual Environmental Watering Plans (EWP's) for ‘at risk' waterways and wetlands.
Condition 6 of the Minister's decision states that all final advice from the ERP be made publicly available.
